APTA insider news on 2018 CMS proposed rules:

  1. 2018 Physician fee schedule: The relative value for most codes are being increased in 2018 APTA is working on a letter for support for these increases that is due out in early August.
  2.  Quality payment program proposed rules: MIPS/APMS- APTA is collecting data on the amount of Medicare patients you bill in a year they are concerned that small practices may be unable to participate in these improved payment programs in coming years which will lead to reduction in Medicare reimbursement in the coming years.  In 2018 MIPS will still be a voluntary program but APTA is looking at ways small providers can meet the volume thresholds of these programs by establishing virtual provider groups which will allow for increased sample size so small providers will not be penalized.
  3.  Proposed SNF payment rule: APTA is sending data into Cms on August 25 regarding the value of rehab in skilled nursing facility services in regards to reimbursement please reach out to if you have issues or concerns the main concern is the new rule promotes underutilization a rehab
  4.  Home health care: CMS has pushed back the date to July 2018 for home health agencies to mandatory provide information on patient rights and currently pre-claims review is on hold.
  5.  Hospital- there's been changes to the rules for rural hospitals to allow for increased recruitment and to remove the rule that total knee must preformed as an In-patient procedure and allow them to now be an inpatient surgery.
  6.  Prosthetic and orthotics: currently CMS wants to add an additional layer of license to allow you to bill for orthotics the PTA is working with AOTA to block this. Currently this is in review. The APTA has met with several members of CMS and there has been over 5000 comments in this topic. The comment period is now closed but if you have further concerns please contact
